On March 24, 2011, the Yorba Linda Water District Board of Directors approved the use of a Continuous Service Agreement for multi-family property owners and property owners that lease out or rent out investment properties. This Agreement addresses the unique needs of rental property owners by automatically transferring water service back into the owner's name once a tenant has discontinued service. This allows the property owner access to water at the property between tenants while forgoing the twenty-five dollar ($25.00) "New Account Fee" each time a tenant moves out.
The "New Account Fee" is intended to cover the District's costs in sending out personnel to turn on or reactivate service to a particular address. These costs consist of labor and materials, including use of a District vehicle, gasoline for an individual trip to the service address and alteration of customer service and account billing records. While titled "New Account Fee", these costs are relevant whether the requested service is for a "new" customer, or a long-standing customer that rents or leases their property, requiring service to be turned on and off between tenants.
